DIGEST AND PURPOSE 

Currently, the Huffsmith Road Public Utility District (district), created
by Chapter 676, Acts of the 62nd Legislature, Regular Session, 1971, for
the purpose of financing, owning, and operating water, sewer, and drainage
facilities to serve the district, has not been organized or activated and
has never performed any of its legislative functions or accomplished any
of its state purposes. 
As proposed, S.B. 369 dissolves and abolishes the district without the
delays and expenses associated with filing and prosecuting dissolution
proceedings with the Texas Commission on Environmental Quality under
Chapter 49, Water Code. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  DISSOLUTION.  (a) Provides that the Huffsmith Road Public
Utility District is dissolved. 

(b) Repealer: Chapter 676, Acts of the 62nd Legislature, Regular Session,
1971, (Huffsmith Road Public Utility District). 

SECTION 2.  FINDINGS RELATED TO DISSOLUTION.  Provides that the
legislature finds that the Huffsmith Road Public Utility District meets
certain conditions relating to its dissolution. 

SECTION 3.  EFFECTIVE DATE.  Effective date: upon passage or September 1,
2003.
