S.B. 371 78(R) BILL ANALYSIS S.B. 371 By: Lindsay Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the legislation providing for the creation of Harris County Municipal Utility District No. 387 requires that the creation of the district be confirmed before September 1, 2003; otherwise the legislation will expire on that date. Calling and conducting a confirmation election within the district prior to September 1, 2003, may not be possible. However, the district will be needed in the future to finance, own, and operate essential public water, wastewater, and drainage systems. As proposed, S.B. 371 extends the date for expiration of the legislation and the conducting of a confirmation election until September 1, 2006. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Section 14(b), Chapter 1382, Acts of the 77th Legislature, Regular Session, 2001, to change the expiration date of this Act to September 1, 2006, rather than September 1, 2003. SECTION 2. Effective date: upon passage or September 1, 2003. EFFECTIVE DATE The Act takes effect upon passage, or if the Act does not receive the necessary vote, the Act takes effect on September 1, 2003.
