DIGEST AND PURPOSE

Currently, a county sheriff has exclusive control of the county jail
commissary funds and may make contracts. State law does provide
exceptions to these provisions which applies to a county with a population
of one million or more and which contains two municipalities with a
population of 300,000 or more. As proposed, S.B. 391 decreases the size
of the population to which this exception applies from 300,000 to 200,000.

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
