DIGEST AND PURPOSE

Currently, provisions in the Local Government Code include a minimum
population requirement, which Zapata County does not meet, for an increase
in salaries for sheriff's department employees. As proposed, S.B. 411
removes the population requirements regarding salary and longevity pay to
allow any county government to provide for longevity pay for sheriff's
department employees, allows voters to petition the county commissioners
court to increase the minimum salary of employees of the sheriff's
department, and requires the county government to classify all sheriff's
department positions and salaries.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
