S.B. 469 78(R) BILL ANALYSIS S.B. 469 By: Wentworth Judicial Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE At present, the Comal County Juvenile Board (the "Board") is composed of the county judge, the judge of the County Court at Law of Comal County and the judge of the 207th District Court. Under S.B. 469, the Board would be composed of the county judge, the judge of the 207th District Court, an additional district court judge having jurisdiction in Comal County, the local administrative statutory county court judge and the criminal district attorney for Comal County. The criminal district attorney would have no vote except to break a tie. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 469 amends the Human Resources Code to change the composition of the Comal County Juvenile Board (the "Board") and to require the presiding district judge of the district courts having jurisdiction in Comal County to appoint a district court judge to the Board. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect on September 1, 2003.
