S.B. 478 78(R) BILL ANALYSIS S.B. 478 By: Duncan Business & Industry Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the law is unclear in regards to workers' compensation benefits relating to certain persons who perform services that benefit a political subdivision. S.B. 478 clarifies that a person who performs services that may benefit a political subdivision in connection with the operation of certain entertainment events, but who does not receive payment from the political subdivision for the performance of those services, is not eligible for workers' compensation benefits from the political subdivision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
