DIGEST AND PURPOSE 

The Greater Texoma Utility Authority (authority) was created by the 66th
Texas Legislature in 1979 (Chapter 97, Acts of the 66th Legislature,
Regular Session, 1979).  In 1983, the Act was amended by the addition of
Section 3A (Competitive Bidding) to require the authority's board to
solicit competitive bids for expenditures in excess of $25,000.  Since
that time, the Texas Water Code has been expanded to provide extensive
guidance for bidding procedures for conservation and reclamation
districts, making Section 3A unnecessary.  C.S.S.B. 484 repeals the
competitive bidding section of the Greater Texoma Utility Authority's
governing statutes so that expenditures by the authority will be governed
by the provisions of the Water Code. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Repealer:  Section 3A, Chapter 97, Acts of the 66th
Legislature, Regular Session, 1979.   

SECTION 2.  Effective date:  upon passage or September 1, 2003.


SUMMARY OF COMMITTEE CHANGES

Differs from original in the relating clause by changing the text from
"relating to the removal of the competitive bidding requirement in the law
governing the Greater Texoma Utility Authority," to "relating to the
competitive bidding requirement for the Greater Texoma Utility Authority."
