SRC-AMY S.B. 497 78(R) BILL ANALYSIS Senate Research Center S.B. 497 78R3889 ESH-DBy: Armbrister Education 2/28/2003 As Filed DIGEST AND PURPOSE Currently, a school district report of the audit of dropout records must be submitted to the Texas Education Agency by April 23 of that school year. Auditors cannot start the process until late January, the districts' deadline for submitting the records for auditing, which is the busiest time of the year for auditors. As proposed, S.B. 497 establishes July 31 of the year following the school year to which the report relates as the deadline for submission of school district report of the audit of dropout records. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 39.055(d), Education Code, to include the requirement that the required school district report of the audit of dropout records must be submitted to the Texas Education Agency not later than July 31 of the year following the school year to which the report relates. Deletes text setting the deadline at the 90th day after the last day permissible for resubmission of information. SECTION 2. Effective date: September 1, 2003.
