SRC-TJG S.B. 526 78(R) BILL ANALYSIS Senate Research Center S.B. 526 By: Staples Natural Resources 3/11/2003 As Filed DIGEST AND PURPOSE Currently, the San Jacinto River Authority board of directors is appointed by the State Board of Water Engineers, predecessor agency to the Texas Water Development Board. All other river authority boards with appointed boards are appointed by the governor. As proposed, S.B. 526 transfers to the governor the power to appoint members to the San Jacinto River Authority board of directors. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 6, Chapter 426, Acts of the Legislature, Regular Session, 1937, to require members of the San Jacinto River Authority board of directors to be appointed by the governor, rather than the State Board of Water Engineers, predecessor agency to the Texas Water Development Board, for terms of six years. Makes conforming changes. SECTION 2. Effective date: September 1, 2003.
