DIGEST AND PURPOSE 

Currently, the San Jacinto River Authority board of directors is appointed
by the State Board of Water Engineers, predecessor agency to the Texas
Water Development Board.  All other river authority boards with appointed
boards are appointed by the governor.  C.S.S.B. 526 transfers to the
governor the power to appoint members to the San Jacinto River Authority
board of directors. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 6, Chapter 426, Acts of the 45th Legislature,
Regular Session, 1937, to require four of the six members of the San
Jacinto River Authority board of directors (board) to be residents of a
county wholly encompassed by the district.  Requires members of the board
to be appointed by the governor, rather than the State Board of Water
Engineers, predecessor agency to the Texas Water Development Board, for
terms of six years.  Makes conforming changes. 

SECTION 2.  Makes application of this Act prospective.  Requires the
governor, as the terms of the members of the board expire or as vacancies
on the board of directors occur, to make appointments to the board as
provided by Section 6, Chapter 426, Acts of the 45th Legislature, Regular
Session, 1937, as amended by this Act. 

SECTION 3.  Effective date: September 1, 2003.

SUMMARY OF COMMITTEE CHANGES

Differs from original in SECTION 1 by requiring four of the six members of
the San Jacinto River Authority board of directors to be residents of a
county which meets a certain requirement. 

Differs from original by creating a new SECTION 2 and redesignating the
original SECTION 2 as SECTION 3.
