SRC-VRA S.B. 530 78(R)BILL ANALYSIS Senate Research CenterS.B. 530 By: Madla Intergovernmental Relations 6/26/2003 Enrolled DIGEST AND PURPOSE Currently, Texas is divided into twenty-two trauma service areas serviced by area regional advisory councils (RACs). RACs are formal organizations chartered by the Texas Department of Health's (TDH) Bureau of Emergency Management to develop and implement trauma services in a given region. To address the uniqueness of each area, RAC boards are comprised of local EMS stakeholders. S.B. 530 would allow TDH more formal control of the RACs by requiring TDH to develop performance measures for the RACs. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter E, Chapter 773, Health and Safety Code, by adding Section 773.1135, as follows: Sec. 773.1135. DUTIES OF DEPARTMENT. Requires the Texas Department of Health (TDH) to develop performance measures for regional advisory councils in trauma service areas to achieve certain goals. SECTION 2. Requires TDH, not later than January 1, 2004, to develop the performance measures required by Section 773.1135, Health and Safety Code, as added by this Act. SECTION 3. Effective date: September 1, 2003.
