DIGEST AND PURPOSE

Currently, Texas is divided into twenty-two trauma service areas serviced
by area regional advisory councils (RACs). RACs are formal organizations
chartered by the Texas Department of Health's (TDH) Bureau of Emergency
Management to develop and implement trauma services in a given region. To
address the uniqueness of each area, RAC boards are comprised of local EMS
stakeholders. S.B. 530 would allow TDH more formal control of the RACs by
requiring TDH to develop performance measures for the RACs.
