S.B. 530 78(R) BILL ANALYSIS S.B. 530 By: Madla Public Health Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, Texas is divided into twenty-two trauma service areas serviced by area regional advisory councils (RACs). RACs are formal organizations chartered by the Texas Department of Health's (TDH) Bureau of Emergency Management to develop and implement trauma services in a given region. To address the uniqueness of each area, RAC boards are comprised of local EMS stakeholders. As proposed, S.B. 530 would allow TDH more formal control of the RACs by requiring TDH to develop performance measures for the RACs. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SB 530 requires the Texas Department of Health to develop performance measures for regional advisory councils in trauma service areas to achieve certain goals. TDH is required to develop the performance measures no later than January 1, 2004. EFFECTIVE DATE September 1, 2003
