SRC-MSY S.B. 539 78(R) BILL ANALYSIS Senate Research Center S.B. 539 78R5045 MTB-FBy: Williams Infrastructure Development and Security 3/5/2003 As Filed DIGEST AND PURPOSE Current Texas law authorizes the Texas Department of Transportation to issue special license plates bearing the words "Disabled Vet" to veterans of the United States armed forces. As proposed, S.B. 539 changes the shorter form in favor of the term "Disabled Veteran" and adds the words "U.S. Armed Forces" at the bottom of each license place. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.254(c), Transportation Code, to require license plates issued under this section to include the words "DISABLED VETERAN", rather than "DISABLED VET," and the words "U.S. Armed Forces" at the bottom of each plate. Makes conforming changes. SECTION 2. Effective date: September 1, 2003.
