SRC-JLB S.B. 547 78(R) BILL ANALYSIS Senate Research Center S.B. 547 78R4671 CAS-FBy: Zaffirini Education 3/4/2003 As Filed DIGEST AND PURPOSE Currently, certain parents, educators and stakeholders of Texas schools support a clarification in the annual work of the superintendents of the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf (superintendents). As proposed, S.B. 547 deletes the reference to the 230 days of annual service for the superintendents, thus recognizing that the superintendents maintain the same annual work schedule as all state employees. The addition of the word "annual" clarifies that the salary is calculated on an annual, rather than a 230-day, basis. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 30.023(d), Education Code, to require the board of the Texas School for the Blind and Visually Impaired to annually establish the salary of the superintendent of the Texas School for the Blind and Visually Impaired. Prohibits the annual salary from exceeding 120 percent of the annual salary of the highest paid instructional administrator at the school. SECTION 2. Amends Sections 30.053(d) and (f), Education Code, as follows: (d) Requires the board of the Texas School for the Deaf to annually establish the salary of the superintendent of the Texas School for the Deaf (superintendent). Prohibits the annual salary from exceeding 120 percent of the annual salary of the highest paid instructional administrator at the school. (f) Authorizes the superintendent to provide directly to a parent or guardian of a student certain written information. SECTION 3. Makes application of this Act prospective. SECTION 4. Effective date: upon passage or September 1, 2003.
