SRC-AMY S.B. 569 78(R) BILL ANALYSIS Senate Research Center S.B. 569 78R3101 MTB-DBy: Bivins Infrastructure Development and Security 3/27/2003 As Filed DIGEST AND PURPOSE The 150,000-member Air Force Association is an independent, nonprofit, civilian aerospace organization that promotes public understanding of military aerospace power and national defense. In Texas, there are approximately 16 local chapters and 19,000 members. As proposed, S.B. 569 requires the Texas Department of Transportation to issue license plates for passenger cars and light trucks that bear the words "Air Force Association." A portion of the profits from the sale of the plates will fund Air Force Association of Texas projects. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.2736, as follows: Sec. 502.2736. AIR FORCE ASSOCIATION LICENSE PLATES. (a) Requires the Texas Department of Transportation (TxDOT) to issue license plates for passenger cars and light trucks bearing the words "Air Force Association." (b) Requires TxDOT to design the license plates in consultation with the Air Force Association of Texas. (c) Requires TxDOT to issue the license plates to persons who meet certain criteria. (d) Requires that $8 of the fee collected under Subsection (c)(2) be used to defray the cost of administering this section and the rest to be deposited in the Air Force Association of Texas account in the state treasury. Authorizes the Texas Veterans Commission to use the money for grants to projects sponsored by the Air Force Association of Texas. (e) Requires the vehicle owner to return the license plates to TxDOT upon disposal of the vehicle during a registration year. SECTION 2. Effective date: upon passage or September 1, 2003.
