SRC-TJG, AMY S.B. 583 78(R)BILL ANALYSIS Senate Research CenterS.B. 583 By: Shapleigh Veteran Affairs & Military Installations 8/14/2003 Enrolled DIGEST AND PURPOSE Currently, members of the Texas reserve military forces are being mobilized to fulfill homeland security requirements and global contingency commitments in numbers not seen since the Korean War. Since September 11, 2001 approximately 5,000 guardsmen and reservists have been ordered to full-time status. Secretary of Defense, Donald Rumsfeld has identified a need for transforming and streamlining our military forces and improving interagency processes and integration. S.B. 583 requires the adjutant general's annual report to include a list and description of all Texas National Guard missions in progress at the time of the report and a statement of the adjutant general's plans to obtain and maintain future Texas National Guard missions, including proposed missions. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 431.034, Government Code, as follows: (a) Includes in the adjutant general's annual report to the governor a list and description of all Texas National Guard missions in progress at the time of report preparation, and a statement of the adjutant general's departmental plan to obtain and maintain future missions, including those consistent with the United States Department of Defense's war-fighting strategies, including those used in the war on terrorism. (b) Provides that information relating to current, proposed, or planned missions that is considered by the adjutant general or governor to be classified or of a sensitive nature need not be included in the annual report under this section. SECTION 2. Effective date: September 1, 2003.
