SRC-TAG S.B. 590 78(R) BILL ANALYSIS Senate Research Center S.B. 590 78R4673 KKA-FBy: Zaffirini Education 3/5/2003 As Filed DIGEST AND PURPOSE Currently, the Texas School for the Deaf lacks broad representation on its board. As proposed, S.B. 590 establishes that all board members may be either deaf or hard of hearing and changes the board composition to allow as board members representatives of the general public. This bill does not change the number of board members; however, it offers the governor's office greater flexibility in appointing board members. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 30.052(a), Education Code, to authorize the board of the Texas School for the Deaf to include one or more representatives of the public, subject to the other specific membership requirements of this subsection. Deletes text requiring all board members to meet certain specific requirements. Requires the board to consist of five persons who are deaf or hard of hearing, including three persons who are parents of a person who is deaf or hard of hearing, and at least three persons who are experienced in working with persons who are deaf or hard of hearing. SECTION 2. Effective date: September 1, 2003.
