DIGEST AND PURPOSE 

In 2001, the 77th Texas Legislature created the Drug Demand Reduction
Advisory Committee (committee) to develop the direction of the state's
efforts to counter illegal drug use.  Five of the members of the committee
represent the public from different geographic regions of the state and
the other members represent fifteen different state agencies.  S.B. 616
adds five state agencies to be represented on the committee. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 461.017(a) and (e), Health and Safety Code, as
follows: 

(a) Deletes the number 20, referring to the number of members on the Drug
Demand Reduction Advisory Committee (committee).  Adds certain entities to
the list of agencies or offices from which one member of the committee
must be drawn.  Makes nonsubstantive changes. 

(e) Requires the Drug Demand Reduction Advisory Committee strategy to
incorporate, to the extent possible, the efforts of private sector
entities and local, state, and federal agencies, including the Office of
National Drug Control Policy and the Drug Enforcement Administration, to
reduce drug demand. 

SECTION 2.  Requires certain entities and persons, as soon as practicable
after the effective date of this Act, to each appoint a representative to
the committee under Section 461.017, Health and Safety Code. 

SECTION 3.  Effective date: upon passage or September 1, 2003.
