SRC-TJG S.B. 616 78(R) BILL ANALYSIS Senate Research Center S.B. 616 78R3840 JD-DBy: Madla Health & Human Services 3/28/2003 As Filed DIGEST AND PURPOSE In 2001, the 77th Texas Legislature created the Drug Demand Reduction Advisory Committee (committee) to develop the direction of the state's efforts to counter illegal drug use. Currently, the committee is comprised of 20 representatives. Five of the members represent the public from different geographic regions of the state and the other members represent fifteen different state agencies. As proposed, S.B. 616 adds four state agencies to be represented on the committee, thereby increasing the total number of representatives to twenty-four. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 461.017(a), Health and Safety Code, to increase the number of members on the Drug Demand Reduction Advisory Committee (committee) from 20 to 24. Adds certain entities to the list of agencies or offices from which one member of the committee must be drawn. Makes nonsubstantive changes SECTION 2. Requires certain entities and persons, as soon as practicable after the effective date of this Act, to each appoint a representative to the committee under Section 461.017, Health and Safety Code. SECTION 3. Effective date: upon passage or September 1, 2003.
