DIGEST AND PURPOSE 

Under current law, the Southeast Trinity Groundwater Conservation District
was given full regulatory powers, but the creation of the district
required confirmation by the voters.  At the  November 2002 election,  the
voters rejected the confirmation of the district.   As proposed, S.B. 643
dissolves the Southeast Trinity Groundwater Conservation District.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Provides that the Southeast Trinity Groundwater Conservation
District, as created by Chapter 1331, Acts of the 76th Legislature,
Regular Session, 1999, and the creation of which was ratified by Part 10,
Article 3, Chapter 966,  Acts of the 77th Legislature, Regular Session,
2001, and Chapter 1335, Acts of the 77th Legislature, Regular Session
2001, is dissolved except that: 

 (1)  All debt incurred by the district shall be paid.

(2)  Any assets that remain after the payment of the debts shall be
transferred to Comal County. 

(3)  All organization of the district shall be maintained until all debts
are paid and the remaining assets are transferred. 


SECTION 2.  Effective date: upon passage or September 1, 2003.
