S.B. 692 78(R) BILL ANALYSIS S.B. 692 By: Madla Public Health Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, there is no data available on the number of runs emergency medical service (EMS) providers make or how many of those runs require services. As proposed, S.B. 692 requires EMS providers to submit to the Texas Department of Health (TDH) the number and types of runs. This bill also requires TDH to post the collected information on the TDH website. RULEMAKING AUTHORITY It is the committee's opinion that rulemaking authority is expressly granted to the Texas Department of Health in SECTION 1 (Section 773.0613, Health and Safety Code) of this bill. ANALYSIS SB 692 requires a licensed emergency medical services (EMS) provider to annually submit a report to the Texas Department of Health (TDH) containing information relating to the number and types of runs the EMS provider makes. TDH is required to adopt rules relating to the type of information an EMS provider is required to provide and the manner in which the information is required to be provided. Any information that TDH receives, except confidential health information, is required to be posted in summary form on TDH's website. EFFECTIVE DATE September 1, 2003
