SRC-TJG S.B. 692 78(R) BILL ANALYSIS Senate Research Center S.B. 692 78R6102 MCK-DBy: Madla Health & Human Services 3/28/2003 As Filed DIGEST AND PURPOSE Currently, there is no data available on the number of runs emergency medical service (EMS) providers make or how many of those runs require services. As proposed, S.B. 692 requires EMS providers to submit to the Texas Department of Health (TDH) the number and types of runs. This bill also requires TDH to post the collected information on the TDH website. RULEMAKING AUTHORITY Rulemaking authority is expressly granted to the Texas Department of Health in SECTION 1 (Section 773.0613, Health and Safety Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 773C, Health and Safety Code, by adding Section 773.0613, as follows: Sec. 773.0613. INFORMATION REPORT TO DEPARTMENT. (a) Requires an emergency medical services (EMS) provider licensed under this chapter to annually submit a report to the Texas Department of Health (TDH) containing information relating to the number and types of runs the EMS provider makes. (b) Requires TDH to adopt rules relating to the type of information an emergency medical services provider is required to provide under this section and the manner in which the information is required to be provided. (c) Requires TDH to post the information TDH receives under Subsection (a) in summary form on TDH's Internet website. Prohibits TDH from posting any health information that is made confidential by another statute. SECTION 2. Effective date: September 1, 2003.
