DIGEST AND PURPOSE 

Under current law, a single county election precinct may not contain more
than 2,000 registered voters. C.S.S.B. 703 increases the maximum number of
voters allowed in a county election precinct to 5,000. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 42.006(a), Election Code, by increasing the
maximum number of registered voters that a county election precinct may
contain from 2,000 to 5,000. 

SECTION 2.  Repealer:  Section 42.006(d), Election Code (specifying the
maximum number of registered voters a precinct may contain in certain
counties). 

SECTION 3.  Effective date:  September 1, 2003.

SUMMARY OF COMMITTEE CHANGES

SECTION  1.  Differs from the original by increasing the maximum number of
voters to 5,000, rather than 4,000, as originally proposed.
