SRC-AMY S.B. 730 78(R) BILL ANALYSIS Senate Research Center S.B. 730 78R4477 MTB-DBy: Staples Infrastructure Development and Security 3/27/2003 As Filed DIGEST AND PURPOSE Currently, Texas law provides for issuance of a special license plate for disabled veterans with at least 60 percent service-connected disability or 40 percent service connected disability because of the amputation of a lower extremity. The license plate is a plain white plate with blue lettering and contains the letters "DV" as a prefix or suffix. As proposed, S.B. 730 honors veterans with a license plate which contains a more patriotic design selected by members of the disabled veterans community. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.254, Transportation Code, to limit the license plates for disabled veterans to three colors and to provide that they be of a color, quality, and design selected by a five-member design board consisting of certain persons. SECTION 2. Effective date: September 1, 2003.
