DIGEST AND PURPOSE 

Currently, both county and district clerks are required to annually
complete twenty hours of continuing education.  Of the twenty hours, a
minimum of three hours must include instruction in registry funds and one
hour of instruction in fraudulent document filings.  S.B. 749 reduces the
minimum number of hours of education for registry funds for clerks from
three to one hour annually. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 51.605(c), Government Code, to require
instruction required under Subsection (b) to include one, rather than
three, hours of continuing education regarding registry funds.  

SECTION 2.  Effective date:  January 1, 2004.
