DIGEST AND PURPOSE 

The Veterans' Land Board (VLB) is allowed to spend VLB funds on contracts
to make improvements on VLB-owned land in order to repair or prepare land
for sale to a veteran. Currently, VLB must put out for bid any contract
over $10,000.  However, the General Land Office, and other state agencies
have a $25,000 limit before those agencies must put a contract out for
bid.  S.B. 761 increases VLB's limit to $25,000 before a contract must be
put out for bid. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 161.175(c), Natural Resources Code, to
increase, from $10,000 to $25,000, the maximum amount a contract awarded
by the Vererans' Land Board can be without soliciting or obtaining
competitive bids. 

SECTION 2.  Effective date: upon passage or September 1, 2003.
