S.B. 775 78(R) BILL ANALYSIS S.B. 775 By: Averitt Government Reform Committee Report (Unamended) BACKGROUND AND PURPOSE TexasOnline is a Web-based portal supported through a public-private partnership that provides services online to state and local governments and citizens. Agency initiatives to market these services could improve citizen access to government services while increasing state revenues. S.B. 775 requires state agencies with TexasOnline services to assist the TexasOnline Authority with marketing. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Section 2054.111, Government Code, by amending Subsection (d) and adding Subsection (g), as follows: (d) Requires a state agency that uses, rather than chooses to use, the TexasOnline Project to comply with rules adopted by the Department of Information Resources, including rules regarding certain factors. (g) Requires a state agency that uses the project to assist the TexasOnline Authority with marketing efforts regarding the use of the project. SECTION 2. Amends Section 2054.125, Government Code, by adding Subsection (d), to require each stat agency that maintains a generally accessible Internet site and that uses TexasOnline to include a link to TexasOnline on the front page of the site. SECTION 3. Amends Chapter 2054I, Government Code, as added by Chapter 342, Acts of the 77th Legislature, Regular Session, 2001, by adding Section 2054.268, as follows: Sec. 2054.268. MOTOR VEHICLE REGISTRATIONS. Provides that for the purposes of this chapter, the renewal of a motor vehicle registration is a state service. SECTION 4. Effective Date. EFFECTIVE DATE Upon passage or September 1, 2003.
