SRC-TJG S.B. 806 78(R) BILL ANALYSIS Senate Research Center S.B. 806 78R1293 CLG-DBy: Zaffirini Health & Human Services 3/28/2003 As Filed DIGEST AND PURPOSE Current law allows for the use of an electronic fingerprint-imaging or photo-imaging program of adult and teen parent applicants for and recipients of financial assistance and services from the Texas Department of Human Services (DHS). In 1996 DHS piloted a fingerprint-imaging system called the Lone Star Image System (LSIS). The program reached statewide implementation in 1999. Since the program's inception, $24,545,421 has been expended and $59,642 in fraud has been detected as a result of LSIS direct matches. As proposed, S.B. 806 repeals the Electronic Imaging Program. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 31.0325, Human Resources Code (Electronic Imaging Program). SECTION 2. Effective date: upon passage or September 1, 2003.
