SRC-JLB S.B. 828 78(R) BILL ANALYSIS Senate Research Center S.B. 828 78R7863 TBy: Whitmire Jurisprudence 3/24/2003 As Filed DIGEST AND PURPOSE Currently, Harris County is experiencing a perceived high turnover of district judges, which is believed to be a result of inadequate compensation. As proposed, S.B. 828 allows Harris County to increase the supplemental salary paid to district judges. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 32, Government Code, by adding Section 32.304, as follows: Section 32.304. (a) Authorizes the commissioners court of a county with a population of 3.3 million or more, notwithstanding Section 659.012, to budget for and pay the judges of the district courts having jurisdiction in the county an annual salary in an amount set by the commissioners court for judicial and administrative services. (b) Requires the salary to be paid in equal monthly installments from the county general fund or officers' salary fund. (c) Provides that the salary is in addition to the salary paid by the state. SECTION 2. Effective date: September 1, 2003.
