SRC-AMY S.B. 845 78(R) BILL ANALYSIS Senate Research Center S.B. 845 78R6472 BDH-DBy: Barrientos Education 3/31/2003 As Filed DIGEST AND PURPOSE A comprehensive analysis of laws targeted to curb dropout rates will identify what laws have been effective, or not effective, in curbing the dropout problem. As proposed, S.B. 845 requires the Texas Education Agency to prepare and deliver to certain elected officials a comprehensive analysis of the effectiveness of all state legislation that became law on or after January 1, 1989, that relates to public school students who leave school without obtaining a high school diploma or a high school equivalency certificate. This bill requires that the report be delivered not later than December 1, 2004. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 39H, Education Code, by adding Section 39.186, as follows: Sec. 39.186. DROPOUT REPORT. (a) Requires the Texas Education Agency to prepare and deliver to certain elected officials, not later than December 1, 2004, a report containing a comprehensive analysis of the effectiveness of all state legislation that became law on or after January 1, 1989, related to public school students who leave school without obtaining a high school diploma or a high school equivalency certificate. (b) Provides that this section expires January 1, 2005. SECTION 2. Effective date: upon passage or September 1, 2003.
