SRC-JEC S.B. 847 78(R) BILL ANALYSIS Senate Research Center S.B. 847 78R4995 MXM-DBy: Barrientos State Affairs 4/8/2003 As Filed DIGEST AND PURPOSE Currently, people suffering heart failure at a state agency facility may not have access to life-saving defibrillators. As proposed, S.B. 847 require agencies with more than 100 employees at one location to keep an external defibrillator on the premises. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 779, Health and Safety Code, by adding Section 779.009, as follows: Sec. 779.009. AUTOMATED EXTERNAL DEFIBRILLATOR AT CERTAIN STATE AGENCIES. (a) Defines "state agency." (b) Requires a state agency to have available an automated external defibrillator at each location at which the state agency has 100 or more full-time equivalent employees. (c) Authorizes the state agency to accept an automated external defibrillator as a gift to meet the requirements of this section. SECTION 2. Effective date: September 1, 2003.
