S.B. 862 78(R) BILL ANALYSIS S.B. 862 By: Whitmire Public Education Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, Texas law does not require that public schools close in observance of Memorial Day. It is important for students and teachers to be able to honor American veterans of wars and other military conflicts. S.B. 862 requires school districts to provide for district schools to be closed each year on Memorial Day. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, institution, or agency. ANALYSIS S.B. 862 amends the Education Code to require school districts to provide for district schools to be closed each year on Memorial Day. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
