SRC-AMY S.B. 862 78(R) BILL ANALYSIS Senate Research Center S.B. 862 78R2850 SLO-DBy: Whitmire Education 3/20/2003 As Filed DIGEST AND PURPOSE Currently, Texas law does not require that public schools close in observance of Memorial Day. It is important for students and teachers to be able to honor American veterans of wars and other military conflicts. As proposed, S.B. 862 requires school districts to provide for district schools to be closed each year on Memorial Day. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.081, Education Code, by adding Subsection (c) to require school districts to provide for district schools to be closed each year on Memorial Day. SECTION 2. Provides that this Act applies beginning with the 2004-2005 school year. SECTION 3. Effective date: September 1, 2003.
