DIGEST AND PURPOSE 

Currently, Texas law does not require that public schools close in
observance of Memorial Day. It is important for students and teachers to
be able to honor American veterans of wars and other military conflicts.
C.S.S.B. 862 requires school districts to provide for district schools to
be closed each year on Memorial Day. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 25.081, Education Code, by adding Subsection
(c) to require school districts to provide for district schools to be
closed each year on Memorial Day. 

SECTION 2.  Effective date: upon passage or September 1, 2003.

SUMMARY OF COMMITTEE CHANGES

Differs from the original by removing the previously proposed SECTION 2
and by redesignating the previous SECTION 3 as SECTION 2.   

Differs from the original by changing the effective date from September 1,
2003, to upon passage or September 1, 2003.
