SRC-MSY S.B. 874 78(R) BILL ANALYSIS Senate Research Center S.B. 874 78R8093 JTS-DBy: Deuell Infrastructure Development and Security 3/20/2003 As Filed DIGEST AND PURPOSE Current law provides for a specialty license plate to benefit the Texas State Rifle Association (TSRA). As proposed, S.B. 874 requires $8 of the annual fee collected for each of these plates to be set aside to defray the costs of issuing the plates, and requires the remainder to be deposited to an account in the general fund to be used only to fund TSRA-supported scholarships at The Texas A&M University System and to provide grants to 4-H Club shooting sports programs. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.2737, as follows: Sec. 502.2737. TEXAS STATE RIFLE ASSOCIATION LICENSE PLATES. Requires the Texas Department of Transportation (TxDOT), if TxDOT issues Texas State Rifle Association (TSRA) license plates under Section 502.273, to use $8 of the annual fee collected under Section 502.273(e) for each set of plates to defray the costs of issuing those plates. Requires the remainder of the fee to be deposited to the credit of an account in the general revenue fund to be appropriated only to The Texas A&M University System to supplement existing and future scholarship programs supported by TSRA and to provide grants to 4-H Club shooting sports programs to promote safety education. SECTION 2. Effective date: September 1, 2003. Provides that this Act applies only to an annual fee for the issuance of TSRA license plates that is collected on or after the effective date.
