DIGEST AND PURPOSE

Currently, numerous statutes creating boards and commissions have
differing methods for determining the presiding officer of the board. As
proposed, S.B. 904 establishes a uniform structure for all boards
regarding how a presiding officer is determined. The uniform structure
states that the governor designates the presiding officer, and the
presiding officer serves in that capacity at the pleasure of the governor.
