DIGEST AND PURPOSE

Currently, only a county with a population of more than 3.3 million is
allowed to establish an administrative procedure to enforce collection of
tolls by toll violators that use EZ Tags. By establishing an
administrative procedure, the county does not have to go through
traditional criminal court procedures. As proposed, S.B. 940 allows a
county adjacent to a county with a population of more than 3.3 million to
establish such administrative procedures.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
