DIGEST AND PURPOSE 

In 1999, the 76th Texas Legislature approved legislation allowing Harris
County to take action to comply with the requirements imposed by the
federal government relating to storm water. 
C.S.S.B. 953 expands the number of Texas counties authorized to take
action to comply with storm water permitting program requirements under
the National Discharge Elimination System, including the collection of a
fee for this purpose, by including counties with a population of more than
1.3 million for which the primary source of drinking water is an
underground aquifer.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 423.001, Local Government Code, to add a county
with a population of more than 1.3 million for which the primary source of
drinking water is an underground aquifer to the list of counties and
districts to which this chapter, relating to stormwater management,
applies. 

SECTION 2.  Effective date: upon passage or September 1, 2003.
