SRC-TAG S.B. 1004 78(R) BILL ANALYSIS Senate Research Center S.B. 1004 78R3862 SLO-DBy: West Education 3/25/2003 As Filed DIGEST AND PURPOSE Currently, there is no law requiring public schools to make available to students free resources relating to instruction on personal and consumer credit. As proposed, S.B. 1004 requires the Texas Education Agency to create a list of free resources on those subjects and make the list available to all Texas public school superintendents by July 1 of each year. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 28A, Education Code, by adding Section 28.008, as follows: Sec. 28.008. RESOURCES FOR INSTRUCTION OF PERSONAL FINANCE AND CONSUMER EDUCATION. (a) Requires the Texas Education Agency ( TEA) to annually compile for distribution to school districts a list of free resources available to public school that relate to the instruction of personal finance and consumer education. (b) Requires TEA to provide the list to the superintendent of each school district by July 1 of each year. SECTION 2. Provides that this Act applies beginning with the 2004-2005 school year. SECTION 3. Effective date: upon passage or September 1, 2003.
