DIGEST AND PURPOSE

Under current law, institutions of higher education are exempt from the
historically underutilized business (HUB) strategic planning requirements.
Since institutions of higher education were exempted from the strategic

education to develop plans to increase the use of historically
underutilized businesses in purchasing and contracting.
