BACKGROUND AND PURPOSE 

The 106th Judicial District is comprised of Dawson, Gaines, Garza, and
Lynn counties.   Currently, no uniformity or continuity regarding security
provisions among the counties in the district exists, despite perceived
insecure environments.  S.B. 1018 authorizes the judge of the 106th
District Court to appoint a bailiff to serve the court in each county of
the district. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution. 

ANALYSIS

SECTION 1.  Amends Section 53.002(f), Government Code, to authorize the
judge of the 106th district court to appoint a bailiff, as is currently
authorized for the judges of the 12th, 258th, and 278th district courts
under this section. 

SECTION 2.  Amends Section 53.009(k), Government Code, to make a
conforming change. 

SECTION 3.  Effective date:  September 1, 2003.
