SRC-TAG S.B. 1044 78(R) BILL ANALYSIS Senate Research Center S.B. 1044 78R5749 KEG-FBy: Ellis, Rodney Criminal Justice 4/7/2003 As Filed DIGEST AND PURPOSE Currently, local law enforcement agencies pay their officers a monthly stipend for higher education; furthermore, the officers of local law enforcement agencies receive a higher salary, than the officers of the Texas Department of Public Safety. As proposed, S.B. 1044 provides supplemental pay to a Texas Department of Public Safety officer who holds a degree or has obtained an equivalent number of credit hours in higher education. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends the heading to Section 411.016, Government Code, to read as follows: Sec. 411.016. SUPPLEMENTAL PAY FOR OVERTIME WORK OR WORK ON FEDERALLY FUNDED PROJECTS. SECTION 2. Amends Chapter 411A, Government Code, by adding Section 411.0161, as follows: Sec. 411.0161. SUPPLEMENTAL PAY FOR HIGHER EDUCATION. Authorizes the Texas Department of Public Safety (DPS) to pay a supplement of $100 per month to an officer who holds a degree, or has obtained a number of credit hours equivalent to a degree, from an accredited four year college or university. SECTION 3. Effective date: September 1, 2003.
