DIGEST AND PURPOSE 

Currently, the Health and Human Services Commission (HHSC) is responsible
for coordinating agency responses to elder abuse.  C.S.S.B. 1075 directs
HHSC to conduct a study of the state's response to abuse and neglect of
elders.  This bill also requires HHSC to report the results of the study
to certain officials by December 1, 2004. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  DEFINITIONS.  Defines "commission" and "health and human
services agency." 

SECTION 2.  STUDY OF STATE RESPONSE TO ABUSE AND NEGLECT OF OLDER
INDIVIDUALS.  (a) Requires the Health and Human Services Commission (HHSC)
to conduct a study of the roles of each health and human services agency
with the duty to investigate or respond to abuse or neglect of older
individuals in this state. 

(b) Requires HHSC to consult with certain health and human services
agencies and authorizes the commission to consult with certain entities. 

SECTION 3.  Requires HHSC, not later than December 1, 2004, to report the
results of the study conducted under this Act to certain officials.
Requires the report to contain certain information. 

SECTION 4.  Provides that this Act expires January 1, 2005.

SECTION 5.  Effective date: September 1, 2003.
