SRC-LBB S.B. 1088 78(R) BILL ANALYSIS Senate Research Center S.B. 1088 78R6754 JSA-FBy: Staples State Affairs 3/25/2003 As Filed DIGEST AND PURPOSE Currently, the cost of providing printed copies of the session laws is approximately $200,000 for each biennium, according to the Secretary of State's office (SOS). The Texas Legislature Online provides immediate and free access to all bills enacted during a given session. As proposed, S.B. 1088 deletes various provisions in the Government Code to eliminate the duty of SOS to exchange various publications with the United States, other states, or foreign countries and also deletes the duty to receive, sell and forward copies of publications from the Supreme Court reporter. This bill also deletes the requirement that SOS publish and distribute the General and Special Laws of Texas. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Sections 405.012 (Exchanges), Government Code, and 405.013 (Court Reports), Government Code. SECTION 2. Repealer: Chapter 2158B (Contract for Printing Laws), Government Code. SECTION 3. Effective date: September 1, 2003.
