SRC-AMY S.B. 1125 78(R) BILL ANALYSIS Senate Research Center S.B. 1125 78R8734 TBy: Van de Putte Education 4/1/2003 As Filed DIGEST AND PURPOSE Currently, Texas suffers from a teacher shortage, which is an issue of retention rather than recruitment. Some of the most common complaints from teachers who leave the profession are the amount of required non-instructional duties and excessive or unnecessary meetings. As proposed, S.B. 1125 requires the campus-level committee to approve all duties to which a teacher can be assigned outside regular hours of instruction. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 11.253(e), Education Code, to include in the list requiring campus-level committee approval, duties to which teacher can be assigned outside regular hours of instruction. Makes nonsubstantive changes. SECTION 2. Provides that this Act applies beginning with the 2003-2004 school year. SECTION 3. Effective date: upon passage or September 1, 2003.
