S.B. 1127 78(R) BILL ANALYSIS S.B. 1127 By: Van de Putte Higher Education Committee Report (Unamended) BACKGROUND AND PURPOSE S.B. 1127 creates an initiative for the Texas Sport Sciences Institute, under the Life Sciences Institute at The University of Texas Health Science Center at San Antonio, to implement and administer a Coaching Education Program (program) and provides that the program shall address coaching philosophies, sport psychology, sport pedagogy, sport physiology, sport management, training and certification in CPR and first aid, adherence to federal, state, and local rules, the essentials of character development and character education, and the development of the student athlete as a positive peer role model. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Subchapter C, Chapter 75, Education Code, by adding Section 75.205, as follows: Sec. 75.205. COACHING EDUCATION PROGRAM. (a) Requires the institute to establish a coaching education program to be administered by The University of Texas Sport Sciences Institute. (b) Requires a program established under this section to address certain plans and policies. SECTION 2. Requires the San Antonio Life Sciences Institute to establish the coaching education program required by Section 75.205, Education Code, as added by this Act, not later than January 1, 2004. SECTION 3. Effective date: September 1, 2003. EFFECTIVE DATE This Act takes effect September 1, 2003.
