DIGEST AND PURPOSE

Currently, directors of the governing board of a conservation district are
required during July to designate a date, time, and place for an annual
election of directors. Some boards of conservation districts have
difficulty meeting in July, because the process of running for an election
is difficult due to time constraints during planting and harvesting
season. As proposed, S.B. 1140 allows directors to have more flexibility
in arranging meetings to set elections, provided the meeting is held
before July 15.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.

election of directors.

SECTION 2. (a) Effective date: upon passage or September 1, 2003.
