SRC-JLB S.B. 1140 78(R) BILL ANALYSIS Senate Research Center S.B. 1140 78R5500 RCJ-FBy: Estes Natural Resources 3/25/2003 As Filed DIGEST AND PURPOSE Currently, directors of the governing board of a conservation district are required during July to designate a date, time, and place for an annual election of directors. Some boards of conservation districts have difficulty meeting in July, because the process of running for an election is difficult due to time constraints during planting and harvesting season. As proposed, S.B. 1140 allows directors to have more flexibility in arranging meetings to set elections, provided the meeting is held before July 15. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 201.073(a), Agriculture Code, to require the directors of the governing board of a conservation district, before July 15 of each year, to designate a date, time, and place for that year's election of directors. SECTION 2. (a) Effective date: upon passage or September 1, 2003. (b) Makes application of this Act prospective.
