SRC-LBB S.B. 1142 78(R) BILL ANALYSIS Senate Research Center S.B. 1142 By: Madla Infrastructure Development and Security 3/19/2003 As Filed DIGEST AND PURPOSE Currently, the Texas Transportation Code allows the issuance of specially designed license plates for private nonprofit organizations. Income from the sales of such plates may be used to benefit the organization. As proposed, S.B. 1142 creates a license plate benefitting Los Compadres de San Antonio Missions National Historical Park. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.2737, as follows: Sec. 502.2737. SAN ANTONIO MISSIONS NATIONAL HISTORICAL PARK LICENSE PLATES. (a) Requires the Texas Department of Transportation (TxDOT) to issue specially designed San Antonio Missions National Historical Park license plates for passenger cars and light trucks. (b) Requires TxDOT to design the license plate in consultation with Los Compadres de San Antonio Missions National Historical Park. (c) Requires TxDOT to issue license plates under this section to a person who meets certain requirements. (d) Requires TxDOT to deposit $22 of each fee collected under this section to the credit of Los Compadres de San Antonio Missions National Historical Park account in the state treasury. Authorizes money in the account to be used only by the Texas Historical Commission in making grants to Los Compadres de San Antonio Missions National Historical Park to be used only for the purpose of the preservation and rehabilitation of the San Antonio Missions National Historical Park. (e) Requires the remainder of each fee collected under this section, after deposit as provided by Subsection (d), to be deposited to the credit of the state highway fund and used only to defray the cost of administering this section. (f) Authorizes the owner of the vehicle for which the plates were issued to obtain replacement plates from TxDOT by paying the replacement fee prescribed by Section 502.184(a)(2), if the license plates issued under this section are lost, stolen, or mutilated. (g) Requires the owner to return the special license plates to TxDOT, if the owner of a vehicle registered under this section disposes of the vehicle during the registration year. SECTION 2. Effective date: September 1, 2003.
