DIGEST AND PURPOSE 

Currently, private, for-profit publishers of residential telephone
directories are not required to include in their directory the Internet
address of TexasOnline.  As proposed, S.B. 1151 requires private,
for-profit publishers of residential telephone directories to include in
their directory the Internet address of TexasOnline and a statement that
the Internet sites for state agencies may be accessed through TexasOnline.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 55.203(a), Utilities Code, to require a
private, for-profit publisher of a residential telephone directory that is
distributed to the public at a minimal or no cost to include in the
directory the Internet address of TexasOnline and a statement that the
Internet sites for state agencies may be accessed through TexasOnline.  

SECTION 2.  Effective date:  September 1, 2003.
