SRC-JEC S.B. 1163 78(R) BILL ANALYSIS Senate Research Center S.B. 1163 78R8641 TBy: Barrientos Education 4/5/2003 As Filed DIGEST AND PURPOSE Currently, the cost of a college education in this state is rising. The Early High School Graduation Scholarship encourages students to graduate from high school early, thereby saving the state money in public education. As proposed, S.B. 1163 raises the amount of the Early High School Graduation Scholarship to meet the demands of a higher-priced college education. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 56.204(a) and (c), Education Code, as follows: (a) Entitles an eligible person to $2,000, rather than $1,000, in state tuition credits under the Early High School Graduation Scholarship Program. (c) Entitles an eligible person to $2,000, rather than $1,000, in state tuition credits under the program authorized by Rider 1223, page III-9, Chapter 19, Acts of the 72nd Legislature, 1st Called Session, 1991. SECTION 2. Effective date: upon passage or September 1, 2003.
